The NESOI Plus Project
NESOI Plus builds on the success of the H2020 NESOI project to accelerate the clean energy transition across EU islands and Outermost Regions. The initiative focuses on supporting Energy Communities, which remain underdeveloped on islands despite their importance for a fair and inclusive transition.
By adapting the NESOI methodology to the specific needs of the Outermost Regions, NESOI Plus will support community‑driven energy projects in three pilot territories, the Canary Islands, the Azores, and Martinique. The project combines technical assistance, business modelling and capacity building to help local actors turn ideas into investment‑ready solutions.
A new One‑Stop‑Shop (OSS) platform will provide tools, guidance, and matchmaking opportunities for all stakeholders involved in island Energy Communities. To pilot these services, NESOI Plus will run two Open Calls, selecting 30 projects to receive tailored support.
The NESOI Plus Main Objectives
Strengthen and scale Energy Communities on islands
Support the creation and development of bottom‑up Energy Community initiatives, helping islands adopt inclusive, citizen‑driven energy models aligned with EU Green Deal targets.
Tailor the NESOI methodology to the specific needs of Outermost Regions
Adapt the CWA‑based standardized protocol developed under NESOI to address the unique technical, social and geographical challenges of the Canary Islands, the Azores, and Martinique.
Support project development from concept to investment readiness
Provide technical guidance, feasibility assessments, and business modelling support to ensure that Energy Community projects meet investor expectations and can progress toward real implementation.
Develop investment concepts for sustainable energy solutions

Build local capacity and foster knowledge sharing
Offer training, tools and best‑practice exchange to empower local actors, strengthen competencies and ensure long‑term replicability across island territories.
Pilot the OSS services in three Outermost Region islands
Test and refine the OSS tools and methodologies through practical application in the Canary Islands, the Azores and Martinique, ensuring the platform responds to real community needs.
Strengthen networks of islands engaged in the energy transition
Facilitate cooperation and exchange across EU islands, contributing to a supportive community of practice actively engaged in developing local, resilient energy solutions.
